アメリカで「なぜ労働組合が衰退したか」ということは、すでに色々と議論されている。この本では、労働組合の衰退した結果、何がもたらされたのか、について議論している。

アメリカの組織率は、民間セクターで大きく減少した。パブリックセクターでは、未だ30％以上の組織率を保っているが、「政府は答えにならない」。政府による雇用の規模は大きくないからである。民間セクターでは、フランチャイズ店の増加、独立契約者（independent contractors）など「雇用者」以外の労働者の増加などを背景にして、ますます組織化が難しくなっている。
